Founder/ Executive Director

Francoise Debuc is the Founder and Executive Director of Care to Inspire, Inc., a community-based organization dedicated to assisting individuals with intellectual and developmental disabilities, and youth who are underprivileged.

Francoise has always been inspired by mission-driven organizations with values that resonate with her own.  Combining her passion to empower vulnerable population with a desire to drive social good and serve the community, she launched a nonprofit organization with services addressing their needs.  With her legal work experience and background in management, she brings a wide array of skills and a great amount of passion and drive to a cause she cares about deeply.  Francoise is an artist who supports creative and innovative ideas that focus primarily on empowering and giving special needs individuals and at-risk youth the opportunity to explore new areas of interest, reach their full potential, and gain a sense of accomplishment.

Prior to devoting her work full time to Care to Inspire, she served as a Senior Paralegal at an esteemed law firm in Washington, DC, providing legal services to support immigrants’ rights.  Additionally, she has held various management positions of increasing responsibility in France and in the United States.  Throughout her career, she has been committed to maintaining a reputation based on exemplary service and uncompromising ethics.  She has lived in Senegal, Germany, and France and has the aptitude for working with a diverse population and addressing cultural diversity.

Francoise has studied in France and in the United States.  She holds a Master Degree in Business Management and in Nonprofit & Association from the University of Maryland Global Campus.  She speaks fluent French, Portuguese Creole, Wolof, and is conversational in Portuguese.
